This exhaustive evaluation, anchored on district representation, legislative prowess, and constituent service, highlights confident district lawmakers as exemplars of excellence.
The independent and non-commissioned survey conducted at the beginning of 2024 shows at the forefront is House Speaker Martin Romualdez as the District Representative in Leyte, commanding an astounding 92.8% job performance score, Senior Deputy Majority Floor Leader Sandro Marcos of Ilocos Norte with an impressive 92.5% job satisfaction, and Deputy Speaker Kristine Singson of Ilocos Sur with a commendable 91.8% job performance rating, leading the Top-Performing Representatives in the Philippines.
Other top performers include Cong. Rufus Rodriguez of Cagayan de Oro City with 90.8%, Cong. Ando Oaminal of Misamis Occidental with 90.6%, Deputy Speaker Duke Frasco of Cebu with 90.5%, and Cong. Lordan Suan of Cagayan de Oro City with 90.4%. Cong. Pablo John Garcia of Cebu scores 90.3%, while Cong. Emmarie “Lolypop” of Mandaue City and Cong. Midy Cua of Quirino secured 90.1% and 90.0%, respectively.
Further distinguished are Cong. Cindi Chan of Lapu-Lapu City at 89.9%, Cong. Rhea Mae Gullas of Cebu at 89.8%, Cong. Carmen Zamora of Davao de Oro at 89.8%, Cong. Jam Baronda of Iloilo City at 89.8%, and Cong. Jolo Revilla of Cavite City at 89.7%. Cong. Daphne Lagon of Cebu and Cong. Edu Rama of Cebu, with 89.7% and 89.6%, respectively, join this esteemed group. Cong. Chiquiting Sagarbarria of Negros Oriental, Deputy Speaker David Suarez of Quezon, and Cong. Lorenz Defensor of Iloilo, each at 89.5%, further exemplifies excellence.
The list continues with Cong. Amben Amante of Laguna at 89.3%, Cong. Joey Salceda of Albay at 89.2%, and Cong. Kiko Benitez of Negros Occidental at 88.9%. Cong. Ton Acharon of General Santos City scores 88.8%, while Cong. Toby Tiangco of Navotas City stands at 88.7%. Cong. Anthony Horibata of Camarines Sur, Majority Floor Leader Mannix Dalipe of Zamboanga City, and Cong. Ralph Tulfo of Quezon City, each with 88.5%, highlights exceptional performance. Cong. Claude Bautista of Davao Occidental, with 88.5%, and Cong. Marivic Co-Pilar of Quezon City, at 88.3%, completes this remarkable list.
Among other notable performers are Cong. Stella Quimbo of Marikina City at 88.1%, Cong. Oca Malapitan at 87.9%, and Cong. Ching Bernos of Abra at 87.9%. Cong. Benny Abante of Manila, with 87.7%, and Cong. Jay Khonghun of Zambales, with 87.6%, showcases steadfast commitment. Cong. Marvin Rillo of Quezon City and Cong. Dimple Mastura of Maguindanao del Norte, both at 87.5% and Cong. Rida Robes of San Jose del Monte, at 87.4%, is also among the high achievers. Cong. Camille Villar of Las Pinas City at 87.3%, Cong. Adrian Michael Amatong of Zamboanga del Norte at 87.35%, and Cong. Patrick Vargas of Quezon City, at 87.1%, continues the legacy of excellence. Cong. Ernix Dionisio of Manila at 87.0%, Cong. Emeng Pascual of Nueva Ecija at 86.8%, and Cong. Gloria Macapagal Arroyo of Pampanga, at 86.5%, further adds to the prestigious list. Cong. Mark Go of Baguio at 86.5%, Cong. Jose Alvarez of Palawan at 82.4%, Cong. Eddiebong Plaza of Agusan del Sur at 81.9%, and Cong. Jose Aquino of Agusan del Norte, at 81.4%, completes this illustrious roster.

The “Top Performing Representatives—Philippines” is part of the “Boses ng Bayan” national survey by RPMD. It was conducted from March 18-24, 2024 (1st quarter), involved 10,000 adult participants, and provided a robust analysis of regional public opinion with a margin of error of +/-1% and a 95% confidence level.
