The Committee on Local Government held initial deliberations on House Bill No. 1446, authored by Congressman Jose Francisco “Kiko” Benitez and co-authored by Joseph Stephen Paduano, Gerardo Valmayor Jr, Greg Gasataya, Emilio Bernardino Yulo, Mercedes Alvarez, Jocelyn Limkaichong, Manuel Sagarbarria, Arnulfo Teves Jr, and Zaldy Villa.

A Technical Working Group was created to consolidate similar bills and address questions, co-headed by Representative Mercedes Alvarez and Representative Edu Rama.
